Advancing Albany County Alliance (AACA) or often referred to as the “Alliance”
What is the Alliance?
The Advance Albany County Alliance (AACA) which was created in 2019 by Albany County Executive Daniel McCoy as a not-for-profit Local Development Corporation (LDC) under New York State law.
While the Legislature did not vote to “create” the Alliance outright, it does play a role in:
1. The Legislature typically must approve:
- County funding allocated to AACA
- Contracts or transfers involving county resources
2. Legislators can:
- Request reports
- Hold hearings
- Apply political pressure
The Alliance is a quasi-independent structure. It is not a county department and is not directly accountable to the legislature in the same way.

Intercity Transportation Station Proposal
The Alliance does not, as of March 25, 2026, have a well formed dedicated project webpage for the proposed bus terminal in the former McDonalds location at 106 S. Pearl Street.
